Voters approved South-Western City Schools' $220 million bond to replace Grove City and Westland high schools. Issue 28 covers projects of 50 acres or more; the new Grove City High School site is about 52 acres, and the city's attorney reads Issue 28 as requiring another vote. City officials say November 2027 is the earliest, though the timing is not settled.
